First Faction and Scenario

This update finally adds the first faction, the Militia, along with the Oppressor "AI" flowcharts, which took the bulk of time for this update. Also the first scenario, a simple skirmish mission called Skirmish, has been added.

The rest of the scenarios shall be added shortly once some play testing has been done on them, followed by the rest of the factions.
